What close rate is normal for B2B service proposals?

For a small B2B service firm, winning 30–50% of proposals sent after a proper discovery call is healthy. Unsolicited proposals usually close at 10–20%.

A proposal close rate only means something if you know what came before the proposal. When you send a quote after one or two calls in which the client explained the problem, the budget and who decides, you are mostly confirming a deal that is already forming. When you send a price list to someone who asked you to 'send something over', you are competing on paper with everyone else they asked.

The numbers on our blog point the same way. A personal meeting or demo typically converts at 15–40% across the funnel, and a team with a 25–35% win rate counts as mature. Proposals sit later in the funnel than first meetings, so their rate should be higher. An agency that sends 17 proposals in a quarter and signs 6 is closing 35%, a solid result.

A close rate above 70% is not automatically good news. It often means prices are low or proposals only go to sure things, so larger deals never get pitched. A rate below 20% usually points to qualification rather than to the proposal document: too many quotes go to people who were never going to buy.

How to read your proposal close rate

  • Below 20%Proposals go out before fit, budget and decision maker are confirmed. Add a qualifying call before you quote.
  • 20–30%Common for competitive work or when proposals follow a single short call. Tighten the brief and present the proposal live instead of emailing it.
  • 30–50%Healthy for a small service business. Keep tracking it per service and per lead source to see where it comes from.
  • Above 60%Review your pricing. Winning almost everything often means the price leaves money on the table.

Track the rate per lead source, because it varies more by source than by proposal design. Referred and warm leads, including people you met on Meetcatcher where both sides saw a reason to talk before the call, tend to close well above cold ones. A silent proposal is often just an unanswered one, so plan when to follow up after sending it.
